About NILDS

The National Institute for Legislative and Democratic Studies (NILDS) is an organ of the National Assembly established by an Act of Parliament to give legislative support services to legislators, staff and aides at all the tiers government as well as consolidate democratic principles that will ensure good governance in the country.

The Institute traces its history to:
National Institute for Legislative Studies Act 2011 signed by President Goodluck Jonathan
Governing Council’s expansion of the frontiers of the Institute with the establishment of new departments of Democratic Studies and Post Graduate Studies, respectively in 2016.
National Institute for Legislative Studies (Amendment) Act, 2017 signed by President Muhammadu Buhari in 2018.
This expansion enables the Institute to provide capacity development services to democratic Institutions and governance in Nigeria.

Philosophy of the Academic Programmes

The programmes are guided by the belief that it is only by the appropriate and effective education of the populace in general and the training of legislators and legislative staff in particular in democratic governance and legislative processes that genuine functional and sustained democracies can emerge not only in Nigeria but across the globe.

Academic Programme Details

Objectives of the Programmes

  1. To equip legislators and legislative staff at all tiers of government with the knowledge and skills required for improved performance of their respective functions and related responsibilities; and
  2. To provide opportunities for members of the public who are interested in widening their horizons in legislative procedure as well as democratic governance to key into the programmes.

Operation of the Programmes

The programmes took off in 2014 with the 2013/2014 academic session. Because of its unique and specialized nature, it was initially limited to legislators, staff and aides. Currently, the programmes have been opened to members of the public who might be interested in those areas of study.

About 80% of applicants are now from the general public, suggesting sustainability of the programmes. Although the programmes are still relatively new, many students have been graduated from across the states of the Federation and across gender divide.

Master’s Degree Admission Requirements

  1. Matriculation requirements of 5 credits including English Language; and
  2. A bachelor’s degree in a relevant area from a recognized university, with a minimum of Second Class Lower Division; or
  3. A postgraduate diploma in a relevant area from a recognized institution, with a minimum of upper credit (i.e. 3.5 - 5.0 on the scale) or 60% on weighted percentage average.

PGD Admission Requirements

  1. Matriculation requirements of 5 credits including English Language;
  2. Be a holder of Bachelor’s degree with a minimum of third class lower division, in a relevant programme from a recognized university; or
  3. HND from a recognized institution with minimum of Lower credit; or
  4. Any other qualifications as may be approved by the Postgraduate Committee.
